It was simply a matter of design. This flag often called the "Betsy Ross" flag was adopted as the official flag on 14 June 1977.
George Washington asked Betsy Ross to make the 13 stars in a circle because he wanted it to mean that "no one colony would be more importent then another

∙ 14y agoThe stars were in a circle because of the 13 colonies. Well there were thirteen stars for the American flag but that is not why they were in a circle... i suppose no one knows why. Because it takes an even number of starts to make an outline of a sqaure.
