While I wasn't able to find a specific name associated with the unification of the electromagnetic spectrum, I would suspect that it was James Clerk Maxwell, the man who discovered the link between electricity and magnetism, thus coining the term "electro-magnetic".
The spectrum itself is just a list of the ranges of energy that a photon can be at. By studying visible light we can develop the equations that eventually lead to everything from radio waves to gamma waves.

Issac Newton ( The prince of Classical physics) was the first one to show that light is made of 7 colors. He used a Prism to demonstarte dispersion. Then he used a wheel colored in these seven colors and rotated it. By that he did the REVERSE of Dispersion and got White light out of it. In this way Newton proved that visible light actually is made of 7 waves. Now we may wonder "Who is the first person who discovered dispersion?" That question has no answer because people knew dispersion thousand years back and credit does not go to any specific person!!
