There were two of them at the time: Lazaro Cardenas (1934-1940) and Manuel Avila Camacho (1940-1946).

Lazaro Cardenas is best known for the expropriation of foreign oil industries in 1939 and funding of the Mexican government company, Petroleos Mexicanos (Pemex). He is also known for providing assistance to refugees from the Spanish Civil War (1936-1939) and granting them asylum in Mexico.

Manuel Avila Camacho was faced with the difficulties of WW2. He provided 15,000 Mexican soldiers for the war effort, including the Airborne 201st Squadron, which fought alongside American forces on the Philippines. He also provided the United States with 300,000 workers through the Bracero Program to replace some of the workers who left to fight. He also resumed diplomatic relations with the United Kingdom (severed due to the oil expropriation made by Cardenas) and with the Soviet Union (severed when Leon Trotsky, under Mexican government protection, was assassinated by Stalin's orders in 1940).
