WW is an abbreviation for World War. It simply mean that the war as such was world wide.
WW1 is World War One. 1914 to 1918 .
One could maybe claim that Germany was in charge since they opened the conflict by the invasion of Belgium, Luxembourg and France.
There were however many political reasons for the war to become as widespread as it did.
One can not tell what would have happened if Germany did not start. The world had great political issues and the war eventually released some tensions.
