In the past it was mostly men until advertisers promoted the idea of women smoking. Now, both genders are about equally likely to smoke. What matters most is the age. Today, teens to adults are most likely to smoke.

Sweden is the only country in which more women smoke than men (according to a 2005 World Health Organization study) and many countries have large disparities in "favor" of men. China, for example, has a 64% male smoking rate while only 4.5% of women smoke.
The same WHO study suggests that the more "empowered" women are (based upon various factors), the more they smoke.
