Go to the magic menu, choose shouts, and unlock the desired shout. A few shouts are given to you as a gift of sorts from other people who know the Voice. This happens on the path of the main quest, and usually these do not need to be unlocked using souls, the character will 'transfer his understanding' of the words to you also. So basically, you go to the Jarl in Whiterun and do a couple missions for him and you then go to fight a dragon roaming around whiterun and you will absorb its soul and you go to the greybeards and they teach you how to use your shouts To me, that is the fastest way
