Without knowing the brand name of the distribution panel it is hard to tell what type of breakers that you are looking for. If there is an electrical wholesaler near your location, take the sample into them for identification. They will probably be able to help you.
Your circuit box should have a label on the door listing compatable breakers. For instance, my American Switch 200 amp panel lists what American Switch breakers are usable on that particular panel, and then it goes on to list other manufacturers whose breakers will work in the panel. Mine can use Frank Adam Type A, FA-D, QP & QPH, Bryant Type BR-D and BD breakers as well as Westinghouse Type QP and Q. I am not sure that I would go with the adage that if it fits use it. Check your Panel Box for the tag listing compatible breakers.
Lowes and Home Depot carry circuit breakers as well as the wiring and box. Circuit Breakers come in several watts, so be sure you get what is appropriate for your living space.
It is hard to tell what is going on from your description since you didn't indicate how measurements were being made. The only time I have seen something like this going back to breaker was when there were two separate breakers providing voltage to the box. One way to find out is turn off all breakers and there should be no voltage to the fan box. Then turn breakers on, one at a time while monitoring the voltage at box (two people are helpful). If the breaker you think controls the box shows a voltage when turned on, turn it off and try the rest of the breakers to see if any of them provide voltage to the box. If all breakers are off and you still have power in the box and you live in an apartment or duplex of some sort, maybe you are tied into a neighbor's power. Only other answer is if power is coming from main and is un-switched. This would be very strange.

Some Siemens may work but remember you are responsible for any fire or lives lost that may occur from using the wrong breaker. Get Gould breakers and you will then know they are safe. Can't find Gould breakers then replace the entire service panel. That is what I would do.
