Rancid oil turns blue litmus paper to red; red to red, hence, it is said to be acidic. Fresh coconut oil turns blue litmus paper to blue; red to red, hence it is neutral. However, it turns acidic when exposed to air causing the litmus paper to become red.

The substrate coated on litmus paper can't dissociate with oil so it can't measure proton distribution in solution (pH). However, I believe there are numbers of indicator available for testing pH of oil. There might be indicator paper just for the measurement of oils' pH.
