All of them were deeply divided, and had only narrowly failed to vote Confederate. Technically, they were Union states, though Missouri was hardly under Lincoln's control.
Many people thought Kentucky would go Confederate, and Lincoln allowed it to stay neutral in the first year of the war. When Braxton Bragg invaded the state, he was able to set-up a Confederate government there, but it collapsed as soon as he retreated.
