The way in which cells in the nervous system communicate is 'electro-chemical'. The electrical part of it relates to the charge gradient (carried by ions) that exists across the cell membrane. There is a direct connection between this charge and the activity of neurons (and glia). Technology like magnetic resonance imaging (MRI) takes advantage of this. Chemicals such as neurotransmitters, which are released by neurons and glia, can influence this electrical state - thereby altering cell excitability. So, cells use chemicals to communicate with each other - but require different states of charge in order to do this.
