There is no such relationship as an Aunt-in-law. Your uncle, the brother of one of your parents, is married to your Aunt. Her brother is not related to you.

Your 'Aunt-in-law' is your Uncle's wife. The generic term 'Aunt' can be referred to your Father's / Mother's sister. Normally, we don't call our Uncle's wife as 'Aunt-in-law', we just call her by 'Aunt' as a form of respect and because we really treat that 'Aunt-in-law' as part of our family.
Of course you can take your aunt-in-law's brother as a distant relative.

If it's biological, he's your uncle too. If he's married to your aunt, either nothing or I'm not sure. It's really up to you. Personally, I think when your family marries someone else's family the love makes them yours as well. One example is my sister's and my brother's spouses are my in-laws and there families became my siblings families and as far as I'm concerned they my family now too. There's not a legal way to call it wrong. My oldest half-brothers mother married my father 15 years before I was even born and I call her family cause we love each other.
However there is no specific name for it and it's legally nothing
