In both cases you have regimes that operate over a small tract of territory and are centralized on a relatively large city. These small states often go to war with one another and are occasionally overrun by a large outside empire which can conquer these smaller states.

However, the reason for Mesopotamian city states was the initial difficulty of expanding power for early civilizations, which was overcome relatively early in history, by Sargon of Akkad, the first emperor in history. From that point onwards, Mesopotamia's relatively flat geography (especially in the central and southern regions) made it impossible for city-states to maintain regional independence. In Greece, the rugged terrain helped to preserve the disunity of the region until the Macedonian Invasion.
