There is no way to tell without inspecting the home and it's surroundings. Who knows what may have happened to it in almost 20 years. I live in a mobile park and I know for sure that less than 10 % of the 300 people here ever actually do maintenance on their home . -Also concerning parks, there are excellent parks, good parks and a few like "trailer park city". -That definitely has an impact on prices.

It's virtually impossible to state a value of ANY mobile home without a careful inspection. Homes can be in excellent shape or they could be totally neglected. The park also has a bearing on the sales price of any mobile.

Mobile values, like cars for instance, depend on what condition it's in, how well it's been cared for, and in the case of a home, where it is. -Some mobile parks can be seedy -some can be beautiful. These things all affect value.
Not enough information about HOW MUCH is outstanding. -But in general, I think they would have rights to re-possess wherever it is.

I have found from looking at hundreds of mobile homes that the value of each depends on the condition it has been kept in. many things go wrong and are never fixed.
