my washer keep on by passing the spin cycle and will not drain out the water.

The motor runs in one direction to agitate, in the opposite direction to spin. If the reversing switch is bad, the brake will not release, the tub won't spin, and you may smell the belt getting hot due to slippage.
Your washer has little "legs" that you can adjust. They usually can be found under the front of the washer and to adjust you unscrew them up or down.
If the soap is spilling out of the washer, then stop the wash cycle, set it to spin, and let it spin the soapy water out. Then reset the washer for a full wash and rinse cycle to get out all of the soap. If you set it for a rinse cycle only, it won't remove all of the suds, resulting in dingy laundry.
A blocked drain.
If your clothing is coming out still-dripping wet, the spin cycle is not engaging. Try using a different setting on the washer. When you hear the spin cycle begin to engage, peek into the washer and see if the drum is actually spinning. DO NOT put your hand in the machine and try and start the drum spinning. If the drum does not spin up on its own, then you need repair on the washer. You might also be over-loading the drum. Have it looked at, but it is often an easy fix.
Press Power on button, do NOT select a cycle, Press and hold the "Spin Sense" Button then spin shows up in the screen, select spin speen and time will show up in the frame select "start" and you're go to go.

Check that both water connections (hot and cold) are connected and on. If there's no cold water supply, the washer will just hum when it tries to do a cold water rinse.
If a Maytag washer fills with water but does not agitate it could a problem with the switch in the lid. There is a switch that locks the lid down during agitation and spinning. The magnet could be defective.
