it is a linking enzyme essential for DNA replication; catalyzes the covalent bonding of the 3' end of one DNA fragment to the 5' end of another DNA fragment.

DNA ligase
Not in general replication as the leading strand is replicated straight away. The lagging strand is replicated in pieces that need ligase to affix them, one to the other. However, in a replication bubble, when a lagging strand runs into a leading strand, and later the primers are replaced, ligase is still needed. Therefore, technically, the leading strand does need the ligase once.

it ties the chunks of dna together
DNA ligase is the enzyme responsible for connecting the Okazaki fragments on the lagging strand during DNA replication. It catalyzes the formation of phosphodiester bonds to join the individual nucleotides together.
