She is called a Wine Steward or a Sommelier.

"Corkage" is the fee charged by the restaurant for wine that is personally brought in to a restaurant and not purchased from their menu. Not to be confused with "corked" which is the term for when wine has been spoiled by air with improper storage. I don't think it is legally limited, so it is up to the restaurant to make its own rules. Read the menu and see how much it charges, maybe it makes no specific charge.
