Cougar, Washington is about 100 miles by highway but Saint Helens is naturally 28 miles from the volcano. So really either would work!

the nearest village is kelso amd lonview but Vancouver is just a little bit further away to the south west.

* Vancouver is actually basically North of Mount Saint Helens and another close city is Portland which in a South-South-West direction.

The cities most affected by the ash plume were Yakima, Ritzville, and Spokane, WA. Seattle, WA is 96 miles (154 km) to the north, but was not in the direct path. Mount St. Helens is an active stratovolcano in the Cascade range in SW Washington state, approximately 53 miles (85 km) NE of Portland, OR.

Portland, OR is about 70-90 minutes. Vancouver, WA is about 60 minutes away.
