This basically means that the king refused to pass laws that were needed by the colonists unless they agreed to give up their right to representation in Parliament.

Basically it mean King George III limited the population/growth of the colonies by not granting naturalization status, by not allowing expansion of the colonies beyond the Ohio river, by not allowing reduction or exemption in taxes to new colonialists (thereby attracting new people), and by allowing governors to exact never-before used pistole and permit fees for new land acquisition. He basically limited Immigration, naturalization and geographic expansion of the population.
