A forum is a venue or place used for discussion. A debate is a formalized discussion, typically with a moderator and stringent rules. Some debates will actually have a winner declared by judges.

Often forums are discussion that may have a moderator, but it is more to share viewpoints and discuss alternatives then to convince people of one viewpoint or another.
