You've got two things going on here. During mania the brain has too much norepinephrine, a chemical which speeds up the transmission of nerve signals, and you have too much dopamine, a chemical which gives you a feeling of pleasure and satisfaction. This results in a feeling of euphoria or elation, as well as a "speeding up" feeling. During depression, you have the opposite. People who are depressed are sad, and feel "slowed down."
