RuneScape has the "Quickchat" System, which is pretty much Canned Chat.
Adventure Quest Worlds also uses it.
They're just short phrases like; What is that item? How are you? I must go now. Sorry that I died. Lets go to (Wherever).
Often rather limited.

You use canned chat by, clicking on the chat picture on the bottom left.

I just validated my account from my email, and I can say whatever I want. To whisper to your whole party type in /p and a space. Written text will only be seen by members of your party.

Access to full chat is immediate after verifying your email. More likely your account is set up for ages 12 and under, in which case you are stuck on the "Safe Servers" and will have to make due with canned chat.

Just upgrade your account after upgrading it goto normal servers not moglin safe servers cuz moglin safe servers allows only canned chat while normal servers are servers that allows chat enabled servers :-)
