My guess would be that a regional location would be a section of an area in the world. The meaning itself is rather vague and an unclear because the people stating it is Regional Location, you kind of have to know where they are talking about or where they are at. Like, for instance, the Pacific Northwest is a Region or the Portland area is a region. For something like this, you need a starting point otherwise its useless information.
