Such a state is self governing with its own laws, currency and civil administration. This differs from a state with the Unite State which is subject in certain areas to the Federal authorities.The US as a whole is a sovereign state. Such giving away of sovereign power to a central authority is preoccupation of the European political elite in the European Union.
