It was in fact during the 18th (not the 17th) century that British (or, English) efforts to control the American colonies were made in a historically significant way. More precisely, it was after 1763 that a series of tax- and tariff-related measures, along with other important control-tactics, were implemented by the British against the American colonists. All failed to secure British control for one fundamental reason: they were interpreted by a significant number of Americans as tyrannical and otherwise unjust; hence, they only made control more, rather than less, difficult to achieve for the British overlords.

The crown imposed high taxes on the America colonies after passing the Stamp Act. The British parliament also passed the Declaratory Act that made the colonies subordinate to British authority. The American settlers opposed taxation and British authority. This triggered the American revolutionary war from 1775 to 1783, and the Americans gained independence after winning the war

The English came up with the English Navigation Laws. The purpose was to thwart American trade with countries not ruled by the English crown. The people soon became outraged to the verge of revolt thus putting into action the Glorious Revolution overthrowing James II. William and Mary were enthroned and they relaxed the royal grip on trade and the much-resented Navigation Laws were relaxed, and only weakly enforced.

They were begrudgingly recognized eventually, though colonies that struck personal nerves (such as the harbor of judges that sentenced Charles the First to death) received no recognition, which resulted in the harbor of the judges (New Haven) to be merged with Connecticut. It was in the rule of Charles the Second, in the late 17th century, that benign neglect ended and he immediately stopped tolerating the colonies blatant disregard for English policy, revoking their charters and political status.
