Directly, it means one of the force sensors is reading low. I think the left one.
But, on my 4100 balancer, i had an issue with the angular position sensor (the encoder wheel) which for some reason gave me the same error.

It's almost always a wheel balance problem. Take the vehicle to your tire store and have the wheels rotated and balanced using a SPIN balancer. The cheap "bubble" balancer does almost no good.
