As Lincoln had no authority in the rebelling Southern states, the document allowed military commanders to free slaves in lands they captured. Sometimes these slaves joined the Union army.

The Emancipation Proclamation threatened to free the slaves in the south if they did not rejoin the Union, it was alot more about political bargining than civil rights note that segregation was tolerated right up until L.B.Johnstones term.
