This is a very thoughtful question. Hamilton was convinced that if the Constitution wasn't ratified then states would form into confederation of states: New England and NY; the middle states; and the southern states. These confederations would develop their own diplomatic relationships with European countries and that would end up dividing the country. Hamilton got the votes he needed, the US developed a very powerful and successful economy...and the Capital left NYC for Philadelphia in December (6th) 1790 and finally to DC in 1800 after Washington had passed away. The key role of Paterson, NJ was related to Alexander Hamilton's vision of manufacturing in America which was very successful in the long run. One weakness was that the President and Vice President were to be the first and second place in electoral votes, meaning that they would likely be of opposite political views instead of working as a team. Another weakness was the reliance on taxing states; there was no mechanism for taxing wealthy people or companies. The Constitution did not specify what would happen if a Vice President died or resigned. And the Bill of Rights was not built into the Constitution from the beginning.

The new Constitution went into effect on March 4, 1789. It had been ratified by the required 9 states by June 21, 1788, but it was not effective at that time.

Mr. Jefferson believed that France was following our revolution with their own. He actually preferred France's form of government to our US Constitution, however Alexander Hamilton correctly foresaw an eventual disintegration into mob violence and anarchy which did happen with the Reign of Terror in the 1790s. Our Constitution Republic was much more successful. Mr. Jefferson was not a supporter of a stronger national government in the 1780s, but the grew to embrace it through the 1790s.
