Did you replace the oil pump? If not then that would be suspect. Also install an AC/Delco filter before going any farther.
They had an issue with low oil pressure holding the clutch's in. This allowed the clutch's to slip a very small amount over time requiring the transmission to be rebuilt. If the pressure is increased when it is rebuilt it cures the problem.
as far as I know, you don't torque lifters, you adjust them. each one has to be adjusted individually.
It is located on the front of the engine, drivers side just above the fuel pump, connect a mechanical gauge to see accurate pressure reading. If it is under 10psi at a idle then motor most likely need to be rebuilt as the bearing clearances have increased due to wear.
Your transmission is slipping and needs to be rebuilt.
If it is a stright stick, then the clutch is sliping. Need to replace clutch and pressure plate and turn fly-wheel. Replace throw out bearing If it is a automatic trans then it's burnt up. NEEDS REBUILT

Price out a short block it is quicker and probably the best way out of your situation!! If you ever get a short block for anything.....always pull the pan and retorque the rods and mains before installing it!!!!
