It sucks in a way but it's smart because otherwise you could have been playing for a year or so on an old server, then transfer it to a new server which has less players and much weaker players. This would mean you are straight away one of the best players on that server.

The server i am in the process of leaving (54) only has 5800 people, and many of those are inactive players. Even with 136 servers this doesn't equal even close to 7 million.
