It would be difficult to create such a list since how bad a tornado is is a sibjective measure, though perhaps the best measure is death toll. Even then, most of the world's deadliest tornadoes ocurred either in Bangladesh or before 1950. In either case, that makes reliable data hard to come by. Wikipedia, however, seems to have the best potential list of the deadliest tornadoes.
