I think it is because a Canadian broadcaster has purchased the rights to the program in Canada and therefore the US broadcaster blocks any Canadian internet IP addresses from viewing the show. Yes it sucks. I noticed that Global TV does offer some full episodes of some shows like The Office, House, SNL etc, but other ones such as Bones and NCIS are not offered. I think that the reason for that is that they share the broadcast rights for those shows with other channels like Mystery TV or History Channel. In which case they are probably limited in what they can broadcast.
