The first issue was the religious objection to modern technologies coming from Europe. For example, the Ottoman Empire, one of the more liberal Islamic States did not acquire the printing press until the mid-1700s because religious scholars thought that it was a conspiracy to undermine their power and promote Christianity.
The second issue is that scientific development was not encouraged in the Islamic World, so the technologies requisite for industrialization would not come to the Middle East until Europeans colonized and developed parts of the Islamic World.

the colonial powers did not encourage industrialization in Asia as it was the source of cheap raw material for their own factories.
The second reason was:
there was not enough high grade iron ore which is the basis of heavy industry.
