Anything you install off a CDROM would be locally installed. If you lose the internet you can still use Microsoft Office.

Anything you download would be locally installed.

Web applications like gmail are *not* locally installed. If you lose the internet you can't check your gmail. You can't look at old emails either.

The quick answer is: if you lose internet, you can still use the software.

Also if the company goes out of business, or stops supporting a product, you can still use it. This has happened to me with for example a Microsoft game that is no longer supported.

With some recent locally installed games however they won't run if you lose internet connectivity due to DRM. DRM (Digital Rights Management) is a general term for software that tries to block you from pirating it. Using the internet to enforce DRM is a very secure way to insure people aren't stealing software but it removes the advantage of locally installed software.
