Is dry type transformer air conditioned?

To my knowledge no transformer is air conditioned. Some transformers have fans mounted on them, however, for uprating purposes. I don't believe this is an effective cooling mechanism for dry type transformers either (fans are usually used on oil filled transformers).

how do you connect a dry type transformer to a 250v wye system to get 120v.the primary has h1-4 and the secondary x1-4.?

Dry type transformers should work fine with a primary H1-4 and X1-4. If it's not working check to make sure that you're really getting 250V.
