I believe dramatic effects are relative to movies or plays; they give you that feeling of drama, suspense, and mystery; the mood/feeling/atmosphere of excitement; a few examples are:

Camera angles, lighting, the tone of the characters' voices, perhaps even fog...If you get my drift.
