People have boogers because when you breathe in, all the dirt in the air gets trapped into your boogers so the dirt won't go down your lungs. Snot is also made of tiny particles that are in the air we breathe like germs and pollen. When debris gets trapped in your tiny little nose hairs, it mixes with snot or mucous which can then become a booger. A booger can be wet with mucous, or can become dried.

No. There are only hairs inside of the nose, which serve to clean the air that you inhale - breathing through your nose is better for you because the air is cleaned - dirt is trapped in the mucous and hair in your nose. If you breathe through your mouth, there is very little to clean the air.
So that you can wash yourself to get rid of dirt and germs.
