The 25th Amendment to the United States Constitution, ratified in 1967, stipulates that if the President of the United States dies, resigns, or is otherwise unable to fulfill their duties, the Vice President of the United States shall assume the powers and duties of the presidency. The amendment also specifies that if the Vice President is unable to assume the office, the President's duties will pass to the Speaker of the House.
This statement is not an amendment. It is a part of the original constitution and indeed the primary reason for the vice-president had always been to provide a smooth transition if the President dies. Article II section 1 paragraph 6 tells about presidential succession.

For a bill to become a law, it must first be passed by both houses of congress, and then signed by the president (the procedure is different in other countries, but let's discuss how it's done in the USA). But for an amendment to be added to the constitution, there is one extra (and very difficult) step. After the proposed amendment passes both houses of congress, it must then be ratified by 3/4 of the states. If this does not occur, it dies and does not become an amendment. For example, the Equal Rights Amendment was passed by congress, but it did not gain approval of 3/4 of the states, so it never became a law.
