The jury. However it was rather different in application. Juries numbered several hundred, and so were effectively an opinion poll of the citizen body. Also no judge presided - decisions on guilt and sentence were completely the province of the jury, without judicial intervention. And prosecutors and defenders suggested sentences, and the jury could decide only on either one or the other proposal, so both sides kept their proposals reasonable.
