no. it was a really bad decision. Japan knew that the us was well able to strike back. striking back is exactly what the us did and japan realized how bad the idea really was.

The attack on Pearl Harbor was a sound decision at the time. Both the US and Japanese Navy's expected that the Pacific War would be fought with Battleships in a decisive clash, as per the teachings of Alfred Thayer Mahan. The Pearl Harbor attack decimated the Battleships of the United States Pacific Fleet and in the context of pre-war thinking, this was a huge success.

In hindsight, however, the attack wasn't a good decision. The Aircraft Carrier, not the Battleship, would become the primary tool of the modern Navy. Additionally, the Japanese assumption that the US would travel across the Pacific to relieve the Philippines was unfounded, meaning that the decisive battle would have been delayed regardless of the Pearl Harbor attack. Though the Japanese could not have predicted these developments at the time.

The real Japanese mistake was declaring war against the United States in the first place, a fact that many Japanese Naval leaders stressed prior to the war.
