On theory they were when they passed the Neutrality Acts, stating that they would not involve themselves in foreign affairs. However the Lend-Lease Act reversed the Neutrality Acts because it allowed the United States to give aid (money and war supplies) to the Allied Nations of Great Britain, France, the Soviet Union and other allied countries. The US officially declared war on December 8, 1941 after Japan attacked Pearl Harbor, ending the United States' "neutrality".
