arguably far more powerful. Victoria"s empire extended to possibly 25% of the world"s populace. ( according to Ripley). It is conceivable that Czarist Russia was larger in area but not in population. and this was , as far as colonies went, an absolute Empire, not the present-day Commonwealth.

Yes. At the time she was the empress of the largest empire the world had ever seen, after her marriage with Alfred Gotha Saxe-Coburg she had 9 children, all of which she married into the royal families of Europe, which was also the reason she was named "grandmother of Europe", so yes she was immensely powerful.
