Emperor Hirohito tried to advance the cause and respect of his people. Furthermore, he did not have as much control over Japanese political affairs as did Tojo and his supporters.

More importantly, it is very difficult to classify people as "Good" or "Evil" in a simplistic dichotomy. Could Hirohito have been better, probably. Could he have been worse, probably as well.
