Molds and stains are tricky. The first thing to determine is why the mold is growing there. Typically this would mean there are problems with moisture and humidity in that area. That might require better ventilation, or fixing Plumbing problems.
Paint can kill many types of mold, but if the root problem is not corrected, it could come back. You might want to consult a lawyer about this.
