Black Oil Sunflower will indeed produce small sunflowers, the plant will produce many flowers over a few weeks, I just plant a few left over bird seed in my garden in the spring. the plant is about 4-5 foot tall, the flowers about 5-6 inches across. KW
It is not up to the plants when to or not to produce flowers. It depends on how healthy the plant is after fertilisation. The healthier the plant is, the faster it will produce flowers.
