There are six countries on the mainland of Africa which straddle the equator. Gabon, Congo Republic, Democrtic Republic of Congo, Uganda, Kenya, Somalia. A little island nation just off the west coast - São Tomé and Príncipe - completes the list

None of those is the North American city closest to the equator. The one on that short list that's closest to the equator is Windsor ON.
For the purposes of this answer, I will list countries in Africa that are south of the equator entirely. The countries are as follows: Tanzania, Angola, Zambia, Mozambique, Namibia, Botswana, Zimbabwe, Madagascar, and of course, South Africa.
