Yes there should be a fuse for the truck release, but how ever the third break lite is hooked to your reg break lites.
If your break lites are working on the back, but your 3rd lite is not you have blown bulbs or a wiring problem.

Really need more info: Like what area on the truck is it leaking. It sounds like Break or Power steering fluid.
There could be a wire break causing the loss of power to the solenoid. Or there could be a problem with the neutral safety switch, if the switch is bad there will not be any power to the solenoid.
The battery ,which gives power to the truck, looses its power because the lights use power from the battery to work. It's just like a batery for a toy.

On a typical 6X4 truck a third differential (power divider) is provided to distribute power evenly to the front and rear differentials. It compensates front to rear just as an axle differential compensates left to right. Power dividers can be automatically or (most likely) manually locked (via air pressure) when traction loss occurs on one or more wheelsets.
