Paint will have the ability to block some lower voltages. Painted electrical junction boxes are required to have a conductive ground in electrical metallic systems. This is accomplished by the use of crowned locknuts that scrape through the surface paint when they are tightened onto the connector. These types of systems use the metallic conduit as a grounding medium to carry short circuits in case of an electrical fault.
