Well, betray. He took the army that was defending the Republic and turned it into an instrument of conquest which led to his becoming Emperor.

I disagree. In its final stages before Napoleon took control, the French Revolution was extremely unstable and brutal. After all former French law and government of Louis XVI was eradicated there was uncertainty of where the country was headed. Napoleon realized this and after his great successes in battle, he revolted against the state (called the Brumaire Coup) which was very, very corrupt.

When Napoleon became emperor, he settled the problem of religion with the Concordat. He built better roads and bridges throughout France. He established a national bank. He lead France through almost 5 years of complete peace. Most important of all, he laid down the Napoleonic Code which was a very good set of laws focusing on National Unity, Civil Equality, and so forth. Also, the Napoleonic Code was uniform throughout France unlike the previous laws had a lot of gray area and loopholes.

All in all, it is accurate to say that Napoleon betrayed the revolution and its ideals, but its ideals at that point were immoral and corrupt. Napoleon took France and totally rebuilt it. He made a new, better France which would not have resulted from a continuation of the revolution's ideals.
