The German public was left dispirited and angry after the Treaty of Versailles. Germany and its economy were utterly exhausted. It had fought for over four years against an alliance that had more manpower and raw materials. When WW1 ended and for some months afterwards Germany experienced a whole series of left-wing uprisings, but these were successfully suppressed. Attempts to overthrow the government by force - by extreme right-wing groups - continued until late 1923 (Hitler's Munich Beer Hall Putsch). The feeble economic recovery under the Weimar Republic was wrecked by the worldwide depression of 1929.

Japan was not a major combatant in World War 1, although it marked the beginning of Japan's imperial aspirations. Japanese maintained full political independence during the golden age of imperialism, and was little affected by the economic woes of Western Europe and the US.

But instead of continuing its move toward liberal civilian government, Japan fell prey to militaristic Dictatorship in the 1930s (as did Germany and Italy in their own forms of nationalism).

Hmmm...this isn't the most reliable information but the relationship between Germany and Japan simply was a cold-blooded alliance. Germany wanted the Japs to help them defeat and take over Russia(Japan defeated Russian in 1905). Japan needed German money so that they could finance its war with the Asian countries and islands, including present-day China, North/South Korea, Andaman&Nicobar Islands. Remember that Japan still went to war with the US even after Berlin fell to the Allies. It didn't care one way or the other...the Japanese would have kept on coming had the US not nuked Hiroshima and Nagasaki. Political conditions were cold and brief. Except for economic conditions...Japan and Germany would, years later, become the strongest economic powers in the world after the US. (This was so until the recent rise of China, which surpassed both Germany and Japan.)
