Were you backing and they driving forward in the lane? If so more than likely you will be deemed the higher degree of fault. Vehicle that are reversing are required to use a higher degree of care. More details and I might be of greater assistance to you.
From the explanation given in the discussion area - it would unfortunately appear as if both drivers were at fault. The backing driver for not being aware of his surroundings, and the other driver for failing to yield to the backing car when he saw that the backing car was already in motion.
Depends on the state, but the old rule is: If a vehicle is backing into the roadway, and it is over 25% into the street (50% of the lane) then the opposing traffic must stop.

Fabric such as headliner material commonly have a foam backing. The fabric comes loose from the backing. If this has happened then the fabric and backer will have to be removed and replaced, it can not be re-glued.
